Pretty sure that these keys are legal; several people I know have had copies of HL2 off there, & I know Steam is pretty good on piracy.
On the subject of swapping mini-images, have a look at DaemonScript from the Daemon tools homepage- it will allow you to create a customised shortcut for each game that uses a mini-image so that you never need to swap mini images
