Not necessarily, since you arent amending the data (i.e. changing its coding) but yes on when you change the installer file (usually .msi).
Since most conversations can be straight copy and paste jobs, that isnt illegal as you havent amended the data that was on the other media.
However, like I said changing the installer file, whatever it may be, to install a game that multispans so it reads the same disc is illegal as you changed the data. But making your own installer file from scratch to install the game isnt, since its yours.
