This is indeed an odd problem. Did you solder thie chip in, or did you choose the solderless solution? You may want to check for lose wires. The Only way to be sure though, remove the chip and see if the xbox boots fine without anything at all.
You may want to check up on this, but it might be possible to re-flash another bank in your chip with an original bios file. Again, I remember people were doing this way back, but have no idea if it would still works to play on xbl.
