This sounds like you don't have a graphics card at all or one that doesn't have opengl rendering. You need to check your system specs to see what you have. If you're trying to use Intel graphics, that could be why it's not running right or at all.
I had problems with MOHAA a while back before I bought a better video card and got the same error as you did. Maybe you want to look into a video card, buddy.
