And if Grumpy's post was a bit to technical for you (as your a noOb) then here a simple step by step.
1: Full install of Vice-city
2: Download the crack which is the same version of game (v1.0 is default)
3: UnZip the file you downloaded putting the exe (gta-vc.exe) into a folder on your desktop.
4:Goto the directory where you installed vice-city. (Default is normally "Program Files" which can be acessed by going into "my computer" then go into your hard-drive (Default C: and then into "program files". I think the folder where vice-city is installed is called "Rockstar Games" if memory serves.
5: You need to backup the original exe (it will have the same picture as the cracked exe when you unzipped it and put into a folder) Reason to backup original exe is incase you want to update/patch the game you will need to put the original exe back.
6:Now you need to copy the cracked exe (goto folder where you unzipped it and right click on the icon/select copy.
7:Go into folder where game is installed (Rockstar) and right click/select paste and you will be asked if you want to overright the exe which you do. (when you paste the exe it needs to be in the same folder as the exe you are over-righting.You will know if it is as you will be prompted to over-righ it).
8:Now use the short cut on your desktop or in start menu to play the game. Enjoy
......There are other ways to apply a crack (quicker ways) but in my opinion the way i have explained suites you best as your very new to this.
You need to make-sure you have the latest version of winrar installed on your PC when unzipping crack etc. Other proggies can be used if you perfer. There's a link to D/L WinRar here @ GCW in one of the stickies. The only reason i did a dumbies guide is because you stated lastnight to me that you had never done this before.
