Irc is in first line a chat.
you need a script to get connected to the servers.
Userfriendly is mirc. But there are a lots of them, for every behaviour.
Install or extract the script.
start the script (here for example mirc)
For users who start irc first time:
Go to the optionsmenu.
In the tree go to connect. Enter your nickname, somekind of emailaddress and a fake name in the fields.
now go to servers
in the field irc network, choose EFnet.
the go on in the category connect -> options. There you see some marking fields. Mark the fields connect on startup and reconnect on disconnection.
so click on okay.
Now you can click on the button connect to server in the upper left. The status window should now show something like:

Now type in the field where the cursor is blinkink: /join #fileforums
There you are.
When you are already using a script
Type /server -m irc.efnet.net -m /join #fileforums
