The short answer would be no.
But really it totally depends on the game. If a game also ships on CD, the chances are the DVD is just all the CD's botched togethor onto one medium so could possibly be split apart again.
Some fancy reverse engineer may be able to create a "play disc" by copying just the copy protection onto a CD, or virtual drive therefore allowing someone to play the game using a CD once installed.
I think the future of DVD's with PC games is really starting to take off, not having a DVD player will put you at a certain disadvantage when it comes to choosing a game of the future. Besides, the drives themselves are so cheap now the reasons for not having one are slim.
