Best thing to do would be to ask the guy what chip he tried to install and get the diagram. As for multimeters, if two points are directly joined together (short), it should read 000 or beep, or both.
Next time you mod a PS2, if you check the chip when the BIOS is wired up, all the points on the chip communicate with each other with the multimeter, but it will only beep when you touch a wire with the correct corresponding point...
If you touch two legs on a chip right next door to each other, it should show a reading, but it shouldn't show a short. If it does, you may have a short...
