xbx files are image files that the dashboard uses. The savegame icons for example, or that circle "xbox" logo to the left of the menu buttons. If you wanted a background image, you must converit it to xbx first.
xbp files are color set files for HexBe. You patch the dashboard with the xbp. Then insert the xbx file into the designated xip file of the dashboard (with WinXip).
PS: xip files are something similar to a zip file, for the MS dashbaord.
