Yep, sounds like a laser issue. My copy does that, along with my copy of MGS3. Well, a lot of people have had trouble with MGS3 skipping and such in the codecs. Anyway it definitely sounds like a laser issue IMO. I don't believe it's the modchip b/c the game is already playing on your system.... So I'm guessing it's the laser, yep the laser
