That is correct. He may have clicked the selection for flashing the bios. If it was powered off (like he saw the bar going up and got scared and turned it off), that flash would have been corrupted.
If the chip is still good, there are 2 things you can do to fix it.
1. Do a softmod adn reflash the chip
2. hot swap with another chip and flash the busted one.
If you completely removed the chip and the xbox still doesn't boot, it may be more than just the chip. Look for splashed solder or broken traces. Anything. The flash chip on the xbox modo was not harmed since it is flash protected. So the black screen is not do to that.
