you can probably get a capture card for you PC for just as much. I use mine to do my vhs's to mpeg, then convert from there.
I am incode an mpg that I captured to dvd as I type. The only problem is that it can only record at a max resolution of 320x280. But that is vcd quality.
This may not be the quite the help you wanted, but it is all I got.
