Yes, you were right, I was wrong, but ONLY about the weapons pickup, and not the rest.
I just tested it again (just incase I was messing it up). I played up until after the 2nd save this time (the mission that you have to kill the general in called "Slight Change of Plan") instead of the 3rd save. I had 3 weapons including the M60 (or M4?) you start with (and no shotgun btw). I played the level a bit, then aborted the mission, quit the game to my desktop, and loaded the game back up. Sure enough all I had was the shotgun after the level loaded! For one thing you shouldn't have acces to the shotgun until MUCH later in the game. Yes, I was able to pick up other weapons, but your telling me that it's standard for the game to do this? I mean, how can I start the level with all the weapons from the previous one, but when I load the level after having quit the game it resets to a shotgun? Uh, yeah, right... Sorry friend, but it's the crack that's messed up, and not the way the game plays.
For some reason this game will not load off the originals cuz of Starforce (rather the game won't play), so until it's fixed I guess I'll play the Xbox version again. At least then I can load the game with ALL my previous weapons intact.
Note: you have to play up to the 2nd save called "Slight Change of Plans" for this bug to rear its head. The first save plays the intro to the level, and it will always gives you the right weapons when the level loads. Not so, however, after the 2nd save.
Edit: One thing I've noticed is that when you get ammo for the M4 on that particular level you have your weapon available again. Now, either the game is removing all the weapons 'cept the shotgun (which you shouldn't have anyways), or the game is removing all the ammo for the weapons when you reload a level. Since your only picking up ammo this last part would make more sense.
