[the heanor hard man]

I have an IMG file downloaded, i can view the file fine with Videolan player, but im having trouble burning it to a VCD do i need to convert to mpeg? if anyone can give me a step-by-step explanation including what burning software, whether it needs to be burnt as a cd-rom, vcd etc?
