What windows r u runnin on yr system? Sounds like nt or 2000. Try downloading aspicheck and run it. See if yr aspi layer is correct.
If not download forceaspi1.7 and run it and reboot ur machine and that should fix the aspi layer problem.
Alternatively try downloading a different cd plugin for epsxe (one thats recommended for the windows version u are using).
