how would it bother anyone? .MSI files are built using the .NET framework. if you wanted to make your own you will need it. there are tools for creating and editing them in Visual Studio .NET.
so it figures that you'll need the .NET framework to edit them.
its like saying 'does it bother anyone that these flash cartoons need macromedia flash to view them?'
