Actually, it's the same file format of a .pk3. If you realize, id created the quake 3 engine with the extension pk3 (basically pak3). This being basically the quake4 engine (they will be using it for that), hence why they named these pk4 (pak4). They still can be opened and re-packed with any program that handles zips.
