I wouldn’t suggest bridging it that’s for damn sure! The reason being is if the problem is still there, there will be nothing to protect the components it was designed to protect in the first place. Yes that fuse can be replaced. I have done it twice, it’s not easy but it can be done.
I would replace the ribbon cable (not with your friends either as your going to need it if all this works) and the fuse at the same time.
Also those no-solder chips are known for blowing the PS1 fuse, not to mention that I'm sure the hole in the cable didn’t do it any good.
