Okay I'm going to assume you mean this fuse.

Since I didn't feel like pulling it off just to test it I get a steady .15 going either through the fuse or the board. Not sure :P
Anyway, what I
couldn't get the current through was the little resistor next to it. To the left and under the left part of the blue circle in that picture at richs psxparts. I figured there should be at least something. If anyone has a board lying out if you coudl test that for me I'd appreciated it. For reference it has PS1 inked above it on the board.
