It can be done. But, these patches are so rare its not even funny. Because nobody really makes them. It is a lot of time and effort for something that not too many people will even see or use. So these patches if they are out there, are extremely rare.

I know Winning Eleven games for ps2 are famous for getting english patches. But really they are the only ones Ive actually seen to get them.
