Just a thought but couldnt the 'search' button and the 'Forum Rules' be made into a large icon that catches your eyes as soon as you view the page!? The search button is fairly small considering how important it is to the site! And the Forum Rules are sort of hidden or mixed into the threads list! Its important enough to STAND out BOLDLY as a large icon! This is after all 'just a thought'.
