if i dont remember wrong, shellexp hides itself in the System32 folder so u think its from ur os and dont delete it, i had the same problem that it didnt find it, but if u close it from the task manager, then delete the actual file, and the run msconfig and get it off the startup list, that would do the trick without having to restore.
