As far as Fileforums is concerned -

The Official Board Rules. Read it or get banned. These state quite clearly -

1. No talking about warez - do not ask where to download warez, or how to get it to work. Instant ban applicable.
2. No requests for serials - if you bought the game then you own a unique serial. Use it!

It seems to be that unless instant bans are applied then you will always get illegal requests.
Instant bans are the punishment for flouting the rules.
That is exactly what happened when Swenske and zedy were moderators here
