There aren't any laws in the US that really govern the availability of mods, just the use of them. You'll be fine as long as you own originals for all backups, and don't make more than one backup of a game. You are also not allowed to sell or give away backups.

That's what I said above. You do have to send your PS2 to those in that little mod installers sticky, but if your local hobby shop will do it for you, then just take it there. Hope this helps...
