Ok, I left it on overnight and nothing happened. I use a piece of software to view my network traffic, and as soon as Phoenix reaches 100% my network speed from the GC drops from 289kb/s (or so) to 0kb/s, but Phoenix continues to send 4b packtes to the cube every few seconds as if waiting for a reply. After leaving it overnight and noticing this communication, I unplugged the cable to my GC to see if Phoenix would recognize that the connection was dropped. Guess what? It didn't. Therefore, it is safe to assume that after the ripping reaches 100%, Phoenix stops communicating with the GC and waiting will do nothing. It just sits and waits for the GC to send it more data, and until it receives whatever little data it is looking for, Phoenix won't finalize the .gcm or .iso, which is why the backup file doesn't work when I try to load it.
