I havent read anything about downloadable cars OR mods for NFSU. Chances are that they are gonna be slim pickins. Check
www.EA.com and see if THEY even mention plans to bring out extra cars.
I doubt they will, hence, its an online game, and pc players play against ps2. There would be alot of conflict.
