A dvd movie or PSX original wont boot as normal if the install is correct. You should have to insert the disc, power down the console and restart by pressing and holding reset until the blue light comes on or the chip disables itself (hold about 10 sec). You may want to get a magnifying glass and check for bridges or maybe a crossed wire.
