I’m not sure what fuse would control that but you could just test all of them on the board with your continuity checker (If your multi-meter has one that is) If you find one that is blown I too would suggest to not just bridge the gap with solder as it blow for some reason and the problem may still be there resulting in even more damage with out the fuse. After you have replaced the damaged fuse with a new one and turned on the PS2 if you still have trouble open up the PS2 again and test the fuse again, if its blown once again you know you have a bigger problem on your hands. Then also you could tell all of use which fuse controls this
