I heard the one about patching the game and getting a TV that puts out a PAL signal and I don't understand that solution. In trying to understand patching, Why would you need a patch if you already have a TV that plays PAL. What I'm looking for is a way to play PAL games on a NTSC TV and Ps2.

If you try and boot a foreign import game, it won't boot without the patch. Patches which patch the region, (i.e.: PAL to NTSC) don't convert the whole game, they just patch the boot code so that the console thinks it is booting a game from it's region. It continues to boot the game, but it doesn't actually patch the whole game. That is still in PAL, so this is why you need a TV which can output PAL if you want to play imports from a PAL region. If it did patch the whole game, patches would be hundreds of MB's long (as big as the game), so patching would be pointless. Hope this helps...
