If it's an IP.BIN file you need then you should make one.
It's pretty simple. Go to DC Copyworld and download IpBin4Win. This tool allows you to modify an existing IP.BIN file.
The best way to do this would be to copy an IP.BIN file from another game into the same directory as your Millenium Soldier 1ST_READ.BIN file (or whatever it's called), then run IpBin4Win. Simply point it to your IP.BIN & 1ST_READ.BIN files, then change some settings. It's pretty self explantory. I've tested this method with a few games and it works, so getting MSE to SelfBoot (I think that's what you're trying to do) shouldn't be a prob.
