Yes - the Universal Patcher is necessary to play backup games with the Modchip.com solution based on the Utility Disk.

DVD Region X needs a modchip that works to it - NEO2.x, for example (i'm not sure about the later versios of modchip.com with Region X). You will need the Jap version of this (maybe from Lik Sang in Hong Kong).
