Assuming you hold the copyrights to that movie
you can use a few programs to burn it as it is.
Nero, Copytodvd and most other dvd programs will do it. Just select DVD-Video or similar option when making it.
In Copytodvd it will ask you to point to the IFO file - this can be found in th VIDEO_TS folder, it will then start burning for you.
