were you getting interference with those 2 wires?
are you sure connection "D" is where it's supposed to be?
if there is no bridging then make sure there are no cold solder joints either (on cd/dvd controller connections as well).
check the chip itself maybe solder could have splashed the chip making a bridge or something.
If everything seems correct and it's not working I would remove the chip and clean the ps2 and make sure it works fine without the chip
