Question Vampire & SSF2X on PAL hardware?

Hey there. I'm having a little problem over here for which I desperately wish to find a solution.

Just purchased Japan/NTSC originals of Super Street Fighter II X and Vampire Chronicle, but have run into the RGB protection (which I knew nothing about prior to this) and are on the lookout for a means to play these games in my PAL equipment. From what I understand it all works as usual if using standard RCA cables, but I guess (haven't tried really as all I have is the RGB cable) that'll give me an NTSC signal which my PAL-only TV can't handle?

I was thinking maybe a better boot-disc than my current Utopia 1.1 would do the trick, Blaze's DC-X does look promising but I can't find it for download online and I'm not about to shell out another $30 unless I know for sure it will work. Best bet so far is the $10 DC-IE sold by Lik-Sang, which they claim is just a differently labeled DC-X. I also have a higher version (1.3) of the Utopia on my harddrive, but can't burn it to CD myself (will try at a friend later today).

Has anyone successfully played these (or other RGB protected) games on PAL hardware, and how did you accomplish that? Or is my best bet to just search for de-protected versions of the games online and burn to CDR? I am thankful for any help you folks can give...
