"best" emulator is hard to say depending on what features you want most - they change revisions quite often usually as many people are interested in them and it is largely worked on by homegrown programmers so an up to the minute complete report on all would be a real pain - I *think* I saw a listing of some at Xbox-scene sometime though

2.again, due to the fact that there is not a single organization controlling any majority of emu development it depends on what game you are trying to play on which emu - (of all the emus I've worked with the N64 ones have the most bugs and least support)

3. Yes, you can run Jap games.
