Hooligans was missing a dummy file and without it, it would crash. The crash came at the very end, when you fight the final boss. (Kinda sucks to beat a game and not be able to save it). If you add your own dummy file the game performs perfectly, no crash.
Hooligan version was Jap, Echelon released the Pal version (they dummied thiers but also added thier own intro). There is no difference between the Pal and Jap version, both have menus in english. So either version is good, just need to remaster hooligans with a dummy.
