It usually is that Nimo codec pack, but there are other ways to get a bad mp3 encoder. In that case, go to your Windows directory, e.g. "C:\Windows\", then to the "System32" subdirectory under your Windows directory. Delete the "l3codecp.acm" and "l3codeca.acm" files, then install WMFDist.exe and see if it helps.
