Try using a safedisc unpacker. Download the safedisc 2 unpacker
here, and use it to unpack the \setup\setup.exe (the setup.exe in the directory \setup on the cd, NOT the setup.exe in the main directory of the cd). Make a new cd with this new setup.exe in place of the old one (directory \setup) and it should now work. I'm basing this on how all other westwood games are protected, there's a chance that there's only one setup.exe or the real setup.exe is in another directory but I'm sure you'll figure it out
