Don't know of any in NJ but I can tell you that
www.gamegizmo.com where I bougt my Magic 3 offers that serivice you just have to ship it out to them. Also
www.chipzone.com offers that service too. Both companies are very reputable.
Let me know what you do. Hey also I'm in the process of installing the chip in my self. I'm an experienced solderer and in electronics but can't find any diagrams for my Version 2 PS2. Any ideas? Maybe you have this version?
