I was thinking the same, man.
That utopia 60hz doesnt boot selfboot games, the only game i found it useful for is Grandia 2 (original and PAL), its not the panacea i thought it was.
I wanted it to boot some originals, my results:
Grandia 2, boots @ 60hz

Skies of Arcadia, boots @ 50hz

Residen Evil CV, boots @ 50hz (well at least this one has a nice overscan)
Deadly Skies, boots @ 50hz
Sega Rally 2, boots @ 50hz (damn winCE games grrr)

Well i dont really care about Ooga Booga cause i dont have it, but Half Life is WinCE, so forget its 60 for now.
About NBA2k2, i guess u mean the US version because the PAL one has a selector. U can boot it @60 with action replay.
WinCE games, whats the problem......I know they can be unprotected, and i have a couple of hints:
-The fact that someone found the 60hz string for Sega Rally 2, it was one of the releasers of the game.
-Resident Evil 2: the PAL version has an awesome 50/60 selector.
