Yeah, Difinitely sounds like a fried laser, fried one about two weeks ago so i know.
Well, you can get a new laser for about $45 and fit that or send it to someone and they'll fit a new laser and charge you some for fitting and set-up. Set up can be a bit dodgy depending on whether the guy that played with your ps2 adjusted angle and azimuth of laser but with the one I fried I dropped a new one in and it worked straight off first time.
The laser not reading dvdr is common with version 3 and 4 ps2's. The usual answer is to adjust ( VERY SLIGHTLY ) your laser intensity pot and then use very good quality dvdr media.
Sorry there is no free option. Either way u gonna have to invest more money. Gotta be worth complaining to guy to at least replace the laser he fried of yours.
