Your PS2 needs a modchip to play Backup / Copied games. The games which Sony test are prepared exactly the same way as the ones you buy from the shop. This is why they are not booting. There is no such thing as a boot disc or a program which will copy the protection as Sony press it onto the disc - No burner can read this data so no matter what media you use or what program you use the results will be the same!
