The NTSC/PAL Color fix wire is simply a wire that is solder into 2 point of the ps2 motherboard that forces either NTSC or PAL on your machine.

http://www.messiah2.com/index.php?subpage=3 and download the appropriate installation diagram for your ps2 Version even thought the diagrams are for a messiah 2 the color fix should work with a magic 3 as well. The install diagrams will tell you which points you have to connect.
