Well this is an interesting one. All our NTSC PS2 games play full screen on both my PAL only TV and the multi-system TV, both on the Messiah 2 and the Magic 3U.
I have the NTSC Colour Fix set on a switch to either Pseudo-NTSC or PSeudo-PAL. When I have the switch in pseudo-PAL (60Hz, 525 lines, PAL colour system) and play an NTSC PS2 game, I get full colour, full screen.
So all I can think of is that either your PAL TV doesn't handle 60Hz well, or there is another AV port that does.
Oh, btw, there is no difference in game speed between PAL and NTSC. It's a myth.
