Is the game scratched at all and did you get it used? Sometimes when I rent games I have to reset my xbox a couple of times before it works. There ussually isn't any deep scratches, but many hardly visable ones. Also, there could be a finger smudge right on the outer edge.

You might want to run it under water and use a paper tower to gentally wipe the dvd. If you use something like your shirt to wipe off grease marks, your likely to spread it in a very thin layer and make the disc cloudy.

Also, not that this happens often, but sometimes dvd's get corroded when they sit on the shelves of stores. Doesn't happen to games too frequently, but it happends to movies all the time (more like 1/300). If you look under your disc around the edges, see if it is smooth. If it looks kinda "flakey" (without actual flakes chipping off), then it could be corroded.
