there is no external mod chip that does not have to be soldered..... there is a external mod-chip callled the neo-key/usb mod(this mod needs 1 wire to be soldered) that can be bought from
www.consolesource.com . Also you can play both pal and NTSC version games on the same console with a mod-chip, but you will need to patch your games.
