I have also Win98 and THE SIMS + LIVING LARGE + HOUSE PARTY (all german version). I have had the same problem when i install THE SIMS and only HOUSE PARTY. When I install THE SIMS, then LIVING LARGE and then HOUSE PARTY everything works fine.
I don't know a solution for your problem without buying LIVING LARGE.
