The PS2 memory management, uses K not blocks like the PS1. This way it only takes space off the memory card that it needs at a certain point. PS1 games take the amount of blocks it needs usually from the first time you save. If your going to play PS1 games on your PS2 then you will need a PS1 memory card.
As for the HDD, they are shipping a few thousand units out for trial in Japan very soon, i understand that you will be able to download games off the net straight onto your HDD, there really is not much info out on them yet.
