Yes, the 4802TE (I have one, too) can't read the subchannel - but it can write it.
Subchannel reading is needed for creating good images of SecuROM, ProtectCD and LaserLok protected CDs (not for SafeDisc). To copy this discs, you have to use a reader (e.g. a CDROM) which can read the subchannel. Then you can burn it with the Mitsumi
Mitsumi has only partial SafeDisc 2 support. It can handle the low class SD2 (which is used in TonyHawk2, Alice..) but not the hard one (RA2, Emperor).
