All USB mods, no matter if its called a s-box, neo key or whatever all contain a neo2 chip and yes they will burn out the laser.As far as getting ripped off, it happens every day, Most people get ripped because they are trying to go the cheapest route, Remember you get what you pay for in this world, Send it to a quality installer like bill at
www.freedomlives.com or if in the UK talk to dust2dust or Charlie. Both can supply you with a quality chip as well as install. You may find someone who says they can do it cheaper but Dust, Charlie and Bill have MANY happy customers in this forum and all swear by them.Good luck with whatever you decide.
